Kathy Suggitt, Manager of Strategic Initiatives, Policy and Analysis, Development Services Department provided a presentation concerning the draft New Official Plan and the City-wide Urban Design Guidelines.
Ms. Suggitt discussed slides concerning the following topics:
· An overview on the development of the new theme-based Official Plan (OP) and Urban Design Guidelines;
· The key draft maps associated to the vision of the City;
· Urban Design principles;
· The priority concepts and applicable Official Plan sections associated to an Age-Friendly City;
· The key policy highlights associated to housing options;
· The timelines and approval process to moving forward with the Plan.
Members of the Committee asked a number of questions to City staff and received responses.

Martin Rochon, Social Impact Project Coordinator, Georgian College provided a presentation concerning an update on the Seniors/Students HomeShare Project.
Mr. Rochon provided an overview on the HomeShare Project, a partnership between the Mayor’s Office and Georgian’s Centre for Changemaking and Social Innovation and the intention of the pilot project to match postsecondary students with older adults aged 55+ who have a spare room in their home in an exchange for reduced rent and the student would provide up to seven hours per week of companionship and light help with household tasks.
Mr. Rochon advised that the project has been affected by COVID-19 due to safety and legal protocols that Georgian College Students could not and cannot be placed into seniors’ homes until the COVID-19 risks lessened. He noted the program will continue to screen matches in order for quick and effective placement of the students with the best matched seniors once the pandemic situation improves.

Martin Rochon, Social Impact Projects Coordinator, Georgian College discussed the Barrie seniors’ needs assessment survey that was completed on November 17, 2020. He provided an overview of the key results of the survey that was administered to Barrie seniors and to those who are caregivers to Barrie seniors or act in a related capacity.
Mr. Rochon discussed an app that was designed by Georgian College’s Interactive Media Design: Web students that will be used to dispatch Georgian College Students to address some of the identified seniors’ needs. C. Dillon, Accessibility and Diversity Specialist provided an overview on the Province’s Inclusive Communities Grant available to communities in Ontario, municipalities or public organizations providing initiatives that help support individuals with disabilities and/or older adults through programming or to advance age-friendly priorities and innovative options. She discussed programming currently available to seniors to assist with isolation during the COVID-19 pandemic called the Seniors Without Walls Program. Ms. Dillon advised of the need to community to advance the Seniors Without Walls Program and the City’s Age-friendly Plan.
Ms. Dillon advised that City staff will be submitting an application for the Inclusive Communities Grant and are looking for support from the Seniors Advisory Committee. Councillor, A.M. Kungl provided an overview on the Barrie Health Accord an initiative that commits organizations to participating in a community-wide planning process that focuses on the long-term health and well-being of the municipality and to addressing root causes of health conditions that require emergency services and treatment to set measurable outcome metrics and transparently reporting them to the community.
Councillor Kungl advised that the first step was signing the Barrie Health Accord and the next step is gathering the metrics and information.
