14-A-167 2  Presentation - AC/RCPRESENTATION TO THE RECIPIENTS OF THE 2014 ORDER OF THE SPIRIT CATCHER AND YOUTH SPIRIT CATCHER AWARDS. Councillor, M. Prowse, Chair of the Order of the Spirit Catcher Committee, provided the history associated with the Order of the Spirit Catcher Awards. He recognized the recipients of the 2014 Youth Spirit Catcher Award and the Order of the Spirit Catcher Awards as follows: 1. Mr. Grant Bond, recipient of a 2014 Youth Spirit Catcher Award Councillor Prowse acknowledged Grant’s determination and swift response to assist a classmate in a time of crisis, leading to saving the classmate’s life. He observed that Grant’s compassion and concern for others in a time of need is commendable and is an inspiration to youth in the community. Councillor Prowse presented Mr. Bond with a 2014 Youth Spirit Catcher Award in recognition of his efforts. Councillor Prowse also recognized and presented certificates of appreciation to Miss Talon Kroll and Miss Maddie Warbrick who aided and assisted the classmate during the time of crisis. 2. 14-A-168 2  Presentation - AC/RCRECOGNITION OF THE 2014 SALVATION ARMY CHRISTMAS KETTLE CAMPAIGN. Major Doug Lewis provided a presentation regarding the Salvation Army Barrie Bayside Mission and the Annual Christmas Kettle Campaign. He noted that there is a segment of the population that does not have a choice on where to stay, what to eat or wear. Major Lewis thanked the community for its generosity, noting that funds raised provide options by giving a hand up and out. He recognized the efforts of the volunteers and individual companies who prepare meals and assist with various projects associated with the Salvation Army. Major Lewis discussed the residency services, fundraising and other programs offered by the Salvation Army that are supported through community donations. Major Lewis noted that the Salvation Army has raised 80% of their fundraising goal associated with the Christmas Kettle Campaign. He advised that the need for their services has increased. 14-A-169 2  Presentation - AC/RCRECOGNITION OF DEPUTY FIRE CHIEF RICK MONKMAN ON HIS RETIREMENT AND YEARS OF SERVICE. Mayor J. Lehman announced that on December 31, 2014 after nearly 41 Years in the Fire Service, Deputy Chief Rick Monkman will be hanging up his helmet and turnout gear for the first time as he is set to retire. Mayor Lehman provided highlights of Rick’s career prior to joining Barrie Fire and Emergency Service and his accomplishments during his career at the City. Mayor Lehman advised that in his retirement, Rick will be spending time with his family, fishing at the cottage and travelling the world. Mayor Lehman acknowledged Rick’s calm hand as an instant commander and his contributions to Barrie Fire, noting that people are better for knowing Rick. Deputy Chief Rick Monkman thanked Mayor Lehman for his kind words. He discussed the growth of the fire service in Barrie during his career and the support from Council to make the City of Barrie a leading edge municipality. 14-A-170 2  Presentation - AC/RCRECOGNITION OF NOEL BANAVAGE, PURCHASING AGENT ON HIS RETIREMENT AND YEARS OF SERVICE. Mayor J. Lehman announced the retirement of Noel Banavage, Purchasing Agent after 27 years with the City of Barrie. He provided highlights from Noel’s career in Purchasing and his many years of community involvement, including his musical contributions to numerous events through the Skyliners Big Band and Skylites. In closing, Mayor Lehman commented that Noel has indicated he will be “changing buses” and will be going back to school to study music. On behalf of Council, Mayor Lehman wished Noel all the best in his retirement. Noel Banavage commented that it has been a pleasure and privilege to work for the City of Barrie. Honourary Colonel Jamie Massie provided a presentation on the Borden Legacy Project. He provided City Council with information on the history of Base Borden, the Base’s role and impact in the community and plans for the Base’s 100 year celebrations. He introduced Major John Fisher of the Grey and Simcoe Foresters who was in attendance and assisting him with the presentation. Colonel Massie described historic significance of the Honourary Colonel, indicating his primary role is to build relations between the community and the regiment. He provided details on recent initiatives at the Base related to proposed and completed infrastructure improvements funded through the Federal Government.
