PRESENTATION CONCERNING GOVERNING BACKFLOW AND CROSS CONNECTION CONTROL
Chris Marchant, Manager of Water Operations and Brennan Quan, Backflow Prevention Program Coordinator provided a presentation concerning the Governing Backflow and Cross Connection Control.
Mr. Marchant and Mr. Quan discussed slides concerning the following topics:
• An outline of the actual costs of Cross Connection Surveys (CCS) between Multi-Residential, Residential and Commercial;
• A diagram of the Cross Connection Control Programs (CCCP) in Ontario which compared premise isolation program and full program;
• A discussion on the minimum CSA standards related to backflow prevention programs;
• A description of the Hazards Classifications;
• A comparison on the types of buildings compared to the proposed degree of hazard;
• An explanation of a Cross Connection Survey for an individual dwelling unit; and
• A flow chart of Barrie’s Cross Connection Control Program Status between 2009-2017.
C. Marchant commented that staff have consulted with Hassey Management in an attempt to address their concerns raised at the Community Services Committee meeting held on May 10, 2017 regarding the Governing Backflow and Cross Connection Control By-law and through subsequent discussions.
Mr. Hassey thanked the staff in Water Operations Department. He commented that the interpretation in the Governing Backflow and Cross Connection Control By-law is still vague as it relates to cross connection control surveys for commercial properties.
Members of Committee asked several questions related to the information provided and received responses from City staff and Mr. Hassey.
