Dave Friary, Director of Roads, Parks and Fleet provided background information related to policy changes for sewer lateral connection ownership that became effective on June 25, 2018.

Mr. Friary discussed slides concerning the following topics:

* An overview on the Sewer Lateral Replacement Grant;
* A picture illustrating a Sanitary Lateral Layout;
* The background information related to City policies associated with homeowner responsibilities for maintenance, repairs and replacement of the sanitary lateral;
* A chart illustrating the costs associated with the 2018 - 2019 Sanitary Replacements; and
* The replacement process for sanitary lateral repairs and/or replacements.

Mr. Friary advised that a report and memorandum was considered and approved by Council on June 25, 2018 concerning the Pilot Project for the Sanitary Lateral Replacements Grant.

Veronica Silva provided an Open Delegation concerning a collapsed pipe on City property located at 22 Commonwealth Road that required repairs. Ms. Silva advised that she sent an email in May, 2018 to the City explaining the events that took place and the expenses that her family had incurred, including hotel and living expenses. She described the loss of personal property and property damage as a result of flooding that she felt was caused by the collapsed pipe.

Ms. Silva explained that the City referred her to a plumbing company to assess the problem and that the plumbing company concluded that a pipe had collapsed and required replacement. She noted that her insurance did not cover the costs related to a sewer lateral replacement.

Ms. Silva advised she was notified about the sewer lateral replacement grant, however the grant program did not take effect until June 25, 2018, and that she was advised that she would not qualify as her replacement occurred in May, 2018.
