Title: DEPUTATION BY MR. JACK GARNER CONCERNING THE DIRECT MOTION REGARDING THE PRESENTATION BY THE FOUNDATION FUND VOLUNTEER CENTRE FOR SPRINGWATER PARK. Mr. Garner provided a deputation regarding the Direct Motion concerning the Presentation by the Foundation Fund Volunteer Centre for Springwater Park. Mr. Garner requested that City Council consider passing a motion to request the Minstry of Natural Resources to restore Springwater Provincial Park to an operational park, including restoring services such as washrooms, parking, electricity and running water. He noted that the requested Council motion is necessary because in his opinion there is a 75 percent chance of the park not being reopened, if the City of Barrie does not express an interest. Mr. Garner provided a deputation regarding the Direct Motion concerning the Presentation by the Foundation Fund Volunteer Centre for Springwater Park.  Mr. Garner requested that City Council consider passing a motion to request the Minstry of Natural Resources to restore Springwater Provincial Park to an operational park, including restoring services such as washrooms, parking, electricity and running water.  He noted that the requested Council motion is necessary because in his opinion there is a 75 percent chance of the park not being reopened, if the City of Barrie does not express an interest.  He advised that the City of Barrie would not be responsible for any financial commitments associated with the park, as there is enough community support to guarantee the successful operation of the park.  Mr. Garner advised that the Township Springwater has indicated it is not in a position at this time to take the lead, but are willing to support the County of Simcoe in their request to reopen the park. He stated that the County of Simcoe would be interested in participating in a community/municipal venture to reopen the park, but have not received any information from the Ministry concerning their request to date.   
 
In closing, Mr. Garner reiterated his request for the City of Barrie to support for the reopening of the park by providing a written request to the Minister of Natural Resources reflecting their support.  He observed that as Barrie residents will benefit from the park being reopened and its amenities.
 
Members of Council asked several questions of Mr. Garner and received responses.
