Mayor J. Lehman declared a potential pecuniary interest on the deputation matter, as his father has been retained by one of the commenting organizations associated with the subject application.  He did not discuss or vote on the matter and he left the Council Chamber at 7:39 p.m.  Councillor, B. Ainsworth assumed the Chair.
 
Mr. Stuart Glass provided a deputation in opposition to the Applications for Official Plan Amendment and Zoning By-law Amendment - Summitpines Estates Inc., 301, 311, 343 Town Line Road (County Road 27) and 38 Humber Street.  Mr. Glass advised that he was representing his family and the residents of Humber Street and Trotter Court.  He indicated he was bringing concerns and asking questions concerning the subject application.  Mr. Glass requested a written response to his questions and that the staff provide copies of any response to others that have requested to receive information in connection with the subject application.  
 
Mr. Glass advised that his first concern is regarding the change in lot sizes from 12 metres (80 lots) and 15 metres (39 lots) frontage lots to the proposed amendment of 10.36 metres (60 lots) and 12.8 metres (70 lots).  Mr. Glass stated that the Places to Grow: Growth Plan for the Greater Golden Horseshoe and the City of Barrie's Official Plan indicate that lot sizes abutting EP land should be at least 15 metres wide.  Mr. Glass questioned if this should be adhered to, and if not, why not?
 
Mr. Glass advised that his second concern was related to the sewage capacity as it relates to the additional homes.  Mr. Glass requested a copy of the Engineer's report including calculations to demonstrate that the infrastructure in place can handle the additional sewage from the proposed homes.
 
Mr. Glass advised that his third concern was with the property known municipally as 38 Humber Street and the provision to provide a pedestrian linkage to Humber Street.  He commented that the City of Barrie does not provide service to this walkway including lighting and snow removal.  He provided details about the existing pedestrian walkway between Trotter Court and the TransCanada corridor and concerns related the state of the walkway, including it not being maintained or lit.  He observed that the Official Plan provides for the design and accessibility of pedestrian links between residential and commercial properties.  Mr. Glass requested that the old and new pedestrian walkways be cleared of snow in the same manner as the side walk, to address the requirements of the Official Plan.
 
Mr. Glass advised that his fourth concern was related to site plan erosion and sediment control during construction.  He discussed events surrounding the mudslide caused by heavy precipitation during construction of an area golf course and the damage caused by the mudslide.  Mr. Glass requested the detailed plan for erosion and sediment control and to be provided with assurances that measures will be put in place such as the Storm Water Management Plan to ensure limiting peak flows to pre-development levels.
 
Mr. Glass advised that his final concern was related to access to pedestrian routes and transit stops.  He noted that currently there is no access to public transportation from the existing pedestrian walkways in the subdivision and he described the related safety concerns.  Mr. Glass questioned if the City was planning on providing maintained pedestrian walkways between the subdivision and public transit stops.
