TITLE

DEPUTATIONS CONCERNING MOTIONS 24-G-111 AND 24-G-112 REGARDING THE WATERFRONT (ALLANDALE STATION PARK) MULTI-USE SPORTS FIELD AND SEA CADETS PARADE GROUND (WARD 8), AND SEA CADETS RELOCATION TO SOUTHSHORE BY THE FOLLOWING INDIVIDUALS:

 

1.                     Tom Elwes provided comments in favour of the sports field stating that it is a great way to get youth involved in sports down by the waterfront and referenced the lack of organized sports in that area.

 

 

2.                     Kaelynn Demelo advised she was in favour of the sports field stating that being involved in youth sports has had an immense impact on her life. She noted that the addition of this field makes it possible for more children and youth to be able to participate in sports.

 

3.                     Olivia Brophey advised that she was in favour of the sports field as it gives the Barrie Youth Soccer teams a home turf field to practice on.

 

4.                     David Brophey provided comments in support of the sports field and indicated that it is a great way to help promote healthier lifestyles in youth by providing them a place to participate in recreational sports.

 

5.                     Paul Milne a local high school teacher and coach advised that he is in favour of the sports field. He outlined concerns relating to teams abilities to host games in current facilities. He suggested that this new facility would provide an opportunity to showcase the sports teams as well as the City. 

 

6.                     William Scott an Allandale resident spoke in support of moving the Sea Cadets, however, advised that he is not in favour of the proposed location of the sports field. Mr. Scott discussed his concerns associated with the lack of public consultation on the issue and outlined concerns relating to the removal of the trees.

 

7.                     Cathy Colebatch advised that she was in favour of the relocation of the Sea Cadets. She suggested that Council should defer the decision with respect to the location of the field.

 

8.                     Will Devellis, President of the Soccer Club advised that he is in support of the sports field noting that there is a lack of all weather fields in the City. He indicated that he felt that the addition of this field could provide a better opportunity for youth to excel in their sport.

 

9.                     Karolina Kukielka a volunteer at the soccer club advised that she was in favour of the sports field, however, referenced the Zoning By-law and City Transportation Master Plan and asked that Council take these both into consideration when making their decision.

 

10.                     Shawn West advised that he is in favour of the sports field and outlined the leadership opportunities, friendships and memories created as benefits of youth sport. 

 

11.                     Heather Rosier on behalf of the Barrie Canoe and Kayak Club spoke of being in favour of the sports field and the moving of the Sea Cadets. However, she indicated that the club would like clarity with respect to their being able to continue club operations while construction is underway.

 

12.                     Arnie Ivsins spoke in support of the relocation of the Sea Cadets but advised he did not feel it should be at the Southshore location. Mr. Ivsins outlined that he has no objection to a sports field, but does object to the location proposed and asked that Council look for another location for the sports field.

 

13.                     Tim Sample an inductee of the Barrie Sports Hall of Fame advised that he is in favour of the sports field as it provides an opportunity for youth to get involved in sports. He outlined the benefits of playing sports.

 

14.                     Sabrina Warren on behalf of Blacks for All Races spoke in place of registered deputant, Daniel Abiodun. She advised that she is in favour of the sports field and discussed the potential economic value it will add to the community.

 

Council recessed between 8.28 p.m. and 8:37 p.m.

 

15.                     Cherin Harris Tuck on behalf of Minet’s Point Residents Community spoke against the sports field citing the need to follow the Waterfront Strategic Plan. She discussed her concerns associated with any environmental impacts.

 

16.                     Valeriya Zavalna - was not in attendance at the meeting.

 

17.                     Trish Young spoke against the sports field and referenced that the sports field was not addressed in any of the master plans that have been completed. She requested that Council defer the matter for further review.

 

18.                     Diane Chislett on behalf of Barrie Sea Cadets spoke in favour of the sports field and the relocation of the Sea Cadets. Ms. Chislett provided a brief overview of the Sea Cadet program which is celebrating its 80th year in 2024.

 

19.                     Alexandra McNabb on behalf of Navy League advised that she was in favour of the sports field and relocation of the Sea Cadets

 

20.                     Stephen Donkers provided comments in favour of the sports field and indicated he feels the sports field will benefit the whole City as a good investment in our youth and Lakeshore.

 

21.                     Derek Lubert provided comments in support of the sports field and reiterated that currently youth sports teams must travel outside of the city to access fields of the calibre of the proposed sports field.

 

22.                     Dorothy McKeown on behalf of the Bird Friendly City Team provided comments against the location of the sports field citing environmental concerns and issues with the bird habitats. Ms. McKeown suggested that more public consultation was needed on the matter.

 

23.                     Victor Capobianco - was not in attendance at the meeting.

 

24.                     Fabio Novaes the U12 head coach at the Barrie Soccer Club provided comments in favour of the sports field as it allows youth more opportunities to be engaged in activities and sports within the community.

 

25.                     Chris Franco provided comments in support of the sports field and highlighted that it is the perfect central location for recreation in the City as it provides easy access for all.

 

26.                     Beethoven Crasco advised that he was in support of the sports field as he knows it will benefit his two sons having a field so close. He also discussed the tourism benefits of such a field.

 

27.                     Tracy Strohm an educator of many years spoke of being in favour of the sports field, however, is not in favour of the location and asked that council look at other locations for the field.

 

28.                     Nicole Nixon - was not in attendance at the meeting.

 

29.                     Dave Aspden former Mayor of the City of Barrie provided background information on the Sea Cadets and the original location in the city. He emphasized that the Southshore location would be perfect for the Sea Cadets as their current location is not optimal.

 

30.                     Fern Taillefer a 22-year veteran of the Canadian Armed Forces spoke on behalf of the Barrie Legion in support of the relocation of the Sea Cadets to the Southshore location and the sports field. He spoke about the cadets and all the hard work they do in supporting the veterans. Mr. Taillefer asked that Council vote in favour of this motion.
