Title: GEORGIAN COLLEGE NEIGHBOURHOOD COMMUNITY IMPROVEMENT PLAN (CIP) TAX INCREMENT BASED GRANT - APPEAL Councillor D. Shipley advised that the purpose of the portion of the meeting was to conduct an appeal hearing related to the denial of a Community Improvement Plan grant request. Councillor S. Morales declared a potential conflict of interest or pecuniary interest in the matter, as he was a former employee of the appellant, WCPT Georgian Inc. He left his chair at the Council table at 5:07 p.m. Councillor Morales did not participate in or vote on the matter of the Appeal Hearing.

Pursuant to Section 7.1 of the Municipal Conflict of Interest Act, the hearing proceeded with Councillor, D. Shipley and Mayor, J. Lehman present. Councillor A. Prince joined the hearing at 5:14 p.m.

Mr. Kemerer presented evidence on behalf of the appellant.

Members of the Infrastructure, Investment and Development asked a number of questions and received responses from the appellant's representative.

Mr. Krysiak presented evidence on behalf of the City of Barrie.
