Title: DEPUTATION BY CATHY COLEBATCH REGARDING MOTION 17-G-325, YEAR ROUND DOWNTOWN PUBLIC MARKET Cathy Colebatch provided a deputation in opposition to motion 17-G-325, concerning the Year Round Downtown Public Market. She discussed her concerns related with Option C as set out in the Downtown Barrie Permanent Public Market Technical and Financial Validation Study related to phased approach for Barrie Transit through Multi Modal Transit Hub. Ms. Colebatch advised that she felt that the entire project is like a virtual project and has been endorsed in principal every step of the way. Ms. Colebatch discussed her concerns associated with the Transit Hub Study being funded from the Tax Rate Stabilization Reserve instead of the Capital Fund Reserve. Ms. Colebatch advised that the concepts vision and ideas of the project are viable but should include public participation. Cathy Colebatch provided a deputation in opposition to motion 17-G-325, concerning the Year Round Downtown Public Market.  She discussed her concerns related with Option C as set out in the Downtown Barrie Permanent Public Market Technical and Financial Validation Study related to phased approach for Barrie Transit through Multi Modal Transit Hub. Ms. Colebatch provided examples of business case studies from similar municipalities related to public markets. She advised that she felt that the reports indicate that a public market in Barrie would not be financially viable and outlined her concerns regarding the sustainability of a market this size in Barrie. 

 

Ms. Colebatch detailed her concerns regarding the relocation of the transit terminal in downtown Barrie to the Allandale Go Station.  She suggested that the train station would be a better option for the Farmers Market.
