That staff in the Development Services Department report back to General Committee on the opportunity to work with "Cornerstone" for the placement of their textile collection bins at City facilities on a sole source basis subject to confirmation of Cornerstone's operational model being such that revenues from the Barrie collections will be allocated to fund an addiction treatment centre in the City of Barrie to be operated by "Cornerstone", similar to a program currently being undertaken by the Town of Aurora.
